RESIDENTIAL CUSTOMERS
Due to the Memorial Day Holiday, all regular Penn Waste
trash and recycling collections will be delayed one (1) day for the entire week.
Monday customers will be collected on Tuesday. Tuesday customers will be
collected on Wednesday and so on for the remainder of the week through
Saturday.
Penn Waste wishes all our customers a safe and happy holiday.

How to Prepare Yard Waste
1. Place yard waste in biodegradable brown paper bags, separate trash container or bundle it with biodegradable twine in easy-to-handle bundles.
- Bundles may be no longer than five feet in length
- Bundles may not weigh more than 30 pounds each.
- Branches may not exceed six inches in diameter.
2. Once prepared, yard waste must be placed at the curb on scheduled pick up day before 6:00 am.
3. An unlimited number of bags or bundles may be placed at the curb.
4. Please prepare your yard waste properly.
5. Yard Waste in plastic bags WILL NOT be collected!

| Greetings to Fellow Veterans and Veteran Supporters |
Greetings Fellow Veterans and Veteran Supporters,
Id like to
update you about progress by the Veterans Memorial Committee in Silver Spring. We appreciate your on-going support and that
of the public in activities that honor our veterans and service members, and
inspire members of our community to service beyond self.
I hope you have
been to the veterans monument in Willow Mill Park this summer, and noticed how the landscaping has come of age nicely since
the dedication on Veterans Day last year. The professional expertise donated by Jane Kiehl of the English Garden
in Carlisle, the landscaping work by the horticulture students of Cumberland-Perry
Area Vocational Technical School and the Townships Public Works staff, and
funds provided by the Mechanicsburg Area Foundation have bloomed into a
beautiful complement to the memorial. The
gardens design envisions foliage interest all year around, so I invite you to
visit the memorial this autumn for inspiration and remembrance.
Many of the
minor corrections needed as part of the
new construction have been completed, and we want to thank Rodney and Stacy
Pottieger and their staff at RJ Pottieger Construction of New Kingstown for
being the projects general contractor and finishing the needed punch list
items that now make our monument shine. For
the last item on the new construction punch list, we are working with Wayne
Stevenson of Weskem Technologies, in Silver Spring to correct blemishes that
surfaced on the Navy wall before the initial construction is complete.
With the
first phase of construction nearly done, we look forward to upgrades to the monument. Although the design and use of the monument itself
is fully compliant with the Americans with Disabilities Act, our well attended
Memorial Day ceremony showed that handicap access to the monument and seating
were inadequate. We are soliciting
donations and grant money to redesign and refit the monuments forecourt to
allow wheelchair seating, and extend the walkway to the monument from the
parking area. As other funds become
available, we also plan to add military service seals to the back of each wall,
information signs, more landscaping, and plaques honoring local veterans who
died in the service of their country.
Our first Memorial Day ceremony at the
Willow Mill site was a very hot May day, but one with attendance at capacity
nonetheless. The Veterans Memorial
Committee thanks everyone who honored our veterans by attending this solemn
remembrance. We especially want to thank
COL John Kardos and the very professional Cumberland Valley High School Junior
ROTC cadets who acted as ushers and honor guard, and members of the school band
who bugled a moving taps with echo. Those in attendance also honored veterans, living and passed, whose
names were read as part of the dedication of bricks in their honor.
A Veterans Day ceremony on 11 November 2012
will be held to remember all who are serving and served their country, and to
mark the first anniversary of our monument. To accommodate other Sunday morning events, the ceremony this year starts
at 1:00 PM at the memorial, 80 Willow Mill Park Drive, Mechanicsburg,
17050. The ceremony will last about 45
minutes and includes a brief inspirational speech and homage to veterans with
brick donations. A guided tour of the
monument and its story will also start at 12:15 and last approximately 30
minutes, and a second tour given after the ceremony. In case of rain, the ceremony will be held at
a nearby covered pavilion. Seating is
limited so please bring lawn chairs or blankets.
We continue
the successful sale of bricks that
pave the walk-way to our monument in Willow Mill Park. Over 300 veterans have been remembered, and
we thank you who honored them. The
bricks cover service members and veterans from all eras, any Service, peace
time and war, and from anywhere in the country. The next brick order to be dedicated during our Veterans Day ceremony ends
28 September, although orders will be accepted for later dedications. Larger donations are also gratefully accepted
and are recognized with a granite plaque at the monument. For more information on donating contact

We held two
successful fund raisers this year. The
second annual Turkey Dinner showed off the popular cooking skills of the New
Kingstown Volunteer Fire Company and their auxiliary to the 447 supporters who
dined with us. We owe Jim Hall and his
people our deepest gratitude for their hard work, and raising over $2500 for
our program. Thanks also to the Texas
Roadhouse and the Ahmadiyya Womens Group for their additional assistance. We also thank the Rich Valley Golf Course in
Silver Spring for hosting our first Armed Forces Day Golf Tournament. We were supported by our generous sponsors: REMCO; Culligan; Herbert, Rowland and Grubric,
Inc; Roof Advisory Group; Snyder, Secary, and Associates, and the 52 golfers
who enjoyed a great day on the links. We
raised $2000. Our next turkey dinner is scheduled for 27 April 2013 and our second
annual golf tournament on 18 May. We
hope youll save the dates for both and join us.
We are
pleased to report that our third Veterans
Oral History Program will start soon. Until now, we have interviewed World War II and Korean War veterans who
are paired with students from Cumberland Valley High School to have their
history recorded and archived. We are
currently recruiting any veteran who would like to share his or her story for

excited by our events and accomplishments achieved through the work of many
volunteers--as you read throughout this newsletter--living our mission of

| SOUTH CENTRAL ALERT SYSTEM |
The Cumberland County Commissioners announced the implementation of South
Central Alert in Cumberland County. This is an emergency public information
notification system. It is part of the South Central Task Force program, which
is comprised of Cumberland, Franklin, Dauphin, Adams, Lancaster, Perry, Lebanon
and York counties. The system will only be used in emergency situations that
threaten public health and safety. Residents and businesses listed in the phone
book, in both the white and yellow pages, have already had their listed numbers
put into the system.
If you would like to add additional information such as an unlisted, work
or cell phone number, as well as an email address, you can do so online at www.sctfpa.org/sc-alert.php or by
calling the Department of Public Safety (717-240-6400). Those who live and work in different counties,
can register to receive notices from more than one county. All contact
information registered with South Central Alert will only be used for
emergencies and will not be given to vendors or outside organizations. |

| DCED Announces Website Offering New Digital Flood Insurance Rate Maps |
To help residents and businesses
to be better prepared for the risk of flooding, the Department of Community and
Economic Development (DCED) has launched a website containing the new Digital
Flood Insurance Rate Maps established by the Federal Emergency Management
Agency (FEMA).
Having
up-to-date, digital access to Flood Insurance Rate Maps is a critical tool for
homeowners and businesses when preparing for flood-related emergencies, said
Department of Community and Economic Development Secretary C. Alan
Walker. Residents and local businesses can use the maps to determine if
they are located in a floodplain and community officials can access the
information to effectively create floodplain-management strategies to ensure
public safety.
The
new website, www.pafloodmaps.com,
contains a digital version of FEMAs floodplain maps which were established to
designate specific areas that are special hazards or risk premium zones in
order to determine whether flood insurance is required. The
site provides information to municipal officials, residents, and insurance
agencies and brokers. It also alerts users to the potential risks and
responsibilities associated with being located in a floodplain. The
website also features an interactive risk-identification tool that allows users
to enter an address and access information relating to that property. Users
will also be able to determine if a property is in a floodplain, specific
building code regulations that pertain to a property, and if there is a
mandatory flood insurance requirement for that address.
The
Governor's Center for Local Government Services (GCLGS), housed within DCED,
provides technical resources and assistance for companies considering merger,
consolidation and regional efforts. The center also serves as a resource for
local government officials, developers, and citizens interested in planning to
improve, grow and enhance communities.

| WEA - Wireless Emergency Alerts |
Wireless Emergency Alerts (WEA), also known as Commercial Mobile
Alert System (CMAS) or Personal Localized Alerting Network (PLAN), is a
national emergency alert system to send concise, text-like messages to users
WEA-capable mobile devices starting April 2012. Wireless providers representing
nearly 97 percent of subscribers are participating in distributing wireless
emergency alerts.
Mobile users will not be
charged for receiving these text-like alerts and are automatically enrolled to
receive them.
There are three different kinds of alerts:
- Presidential Alerts
Alerts issued by the President or a designee;
- Imminent Threat Alerts Alerts that include severe man-made or natural
disasters, such as hurricanes, earthquakes, tornadoes, etc., where an
imminent threat to life or property exists; and
- AMBER Alerts
Alerts that meet the U.S. Department of Justices criteria to help law
enforcement search for and locate an abducted child.
While these alerts will appear on a persons mobile device similar
to a text message, Wireless Emergency Alerts are not text messages.
Instead, Wireless Emergency Alerts use a different kind of technology to ensure
they are delivered immediately and are not subjected to potential congestion
(or delays) on wireless networks.
In addition, Wireless Emergency Alerts are a point-to-multipoint
system, which means alert messages will be sent to those within a targeted
area, unlike text messages which are not location aware. For example, if a
person with a WEA-capable device from Washington, D.C. happened to be in
southern California when an earthquake occurred in that area, they would
receive an Imminent Threat Alert on their device.
There are a number of WEA-capable devices available today, and
many of the new phones that are sold from participating carriers will be able
to transmit these alerts. If your device has the CTIA Wireless Emergency Alerts
logo, then it is WEA-capable. To receive these alerts, you might need to only
upgrade your devices software, rather than purchase a new one. To confirm
Wireless Emergency Alerts are available in your area and your device is capable
of receiving the alerts, please check with your carrier. |

Unsecured household trash in a trash can
without
a proper lid
Multiple complaints have been received by my
office this past year as a result of neighbors NOT putting household trash into
approved containers with a lid for pickup by Penn Waste. Trash cans without a lid
allow rodents, cats, and similar animals to tear open bags, resulting in litter
on the roadways. We also received complaints on windy days because trash
blows out of open cans into private yards and the public right-of-way leaving your
neighbors to pick it up.
Please take the necessary steps to help your
community. All
trash should be bagged and tied shut in cans with lids. As a reminder, trash should be set out to the
curb no sooner than 6:00 p.m. the night before trash pick-up. Should you have any

| Temporary Parking of Recreational Vehicles |
This is in response to many inquiries on the parking of recreational vehicles within Silver Spring Township.
Zoning Ordinance of 2009 Section 302 Unenclosed Storage 302.1.2
302.1. Recreational Vehicles, Boats, Campers, Trailers and Trucks - Within any residential zone, or upon any property used principally for residential purposes, the storage of recreational vehicles, travel trailers, trucks, boats, and trailers used solely for the transport of the residents' recreational vehicle(s) is permitted only according to the following requirements:
2. The temporary parking of one Class I or Class II vehicle for periods not to exceed seventy-two (72) hours during any seven (7) day period is permitted on a paved or gravel surface in any yard, &..
Due to increased traffic patterns throughout multiple developments and in the interest of public safety within Silver Spring Township where smaller non-conforming lots cannot meet the Ordinance in affect at the time of this memo the following conclusion on Temporary Parking of recreational vehicles, trailers etc. on the public road and or private driveway for a period not to exceed 72 hours per Ordinance and shall be permitted as intended for loading and off-loading of recreational vehicles only and not permanent storage of same unless you comply with Ordinance setback criteria or have obtained a variance from the Zoning Hearing Board.
Any oversight or omission in this Memo is not a waiver of any of the requirements of the applicable Ordinance and does not exempt the Property Owner from complying with it. |

| Cumberland Countys New Door-to-Door Household Hazardous Waste Program |
1. Call 877-697-4123 or go to www.ccpacshhw.net to order a Household Hazardous Waste (HHW) collection kit. Users will be required to submit a co-payment at the time of order. Co-payment is twenty dollars ($20) for each collection kit ordered; however, there is a limit of four (4) collection kits within a one year time period.
The County will cover the remaining balance of the cost ($90 each) of up to four collection kits within a one year time period. Users wanting or needing more than four (4) collection kits within a one year time period will be required to pay 100% of the cost ($110 each) of a collection kit for orders for a fifth collection kit or more. This will be in addition to the $80 co-pay requirement for the first four collection kits. If it has been more than one year since a County resident has ordered a collection kit, the co-payment requirements will begin anew.
2. A collection kit complete with all the necessary materials and user instructions will be shipped to the address submitted during the ordering process. The kit can hold up to approximately 100 pounds of HHW material.
3. The Contractor will schedule collection days based upon the number of orders received. Collections will occur at least monthly, if not sooner. Users will be notified as to when their kit will be picked up. Due to the time it takes to ship a collection kit, orders placed within 5 days of the next scheduled collection may not be picked up until the subsequent collection day.
4. Make sure your kit is placed out for pick-up on the scheduled collection day. The Contractor will arrive during the day and retrieve the kit. You do not need to be home for a successful collection to occur. The HHW materials will be transported to the Contractors hazardous waste facility for treatment.
5. Make sure to complete the survey that came with the collection kit. Surveys can be completed and submitted online or via mail. |
